To be begin with these experiments did not measure ether. They measured the velocity of light. The question probed was "is there an ether that interferes with the propagation velocity of light"?
An interesting thing about Keely and Russell's ether is it acts seeming opposite to more gross materials such as air. Ether, when excited in a certain way, collapses to a center. It is therefore centropic (negentropic) when under these certain conditions of motion. Another point we deal with in dynaspheres is another certain influence on ether causes it to disperse. Under these conditions ether is dissipated with little or none to measure or deal with. The basement Michelson used could have been under these discordant influences and the ether was dispersed. Whereas on the lonely mountain top, far away from negatizing influences, Miller could have found or created a "pocket" of densified positive ether. To make such determinations one would have to deeply comb the records and especially of the people involved. In essence, Love and like positive attitudes densifies ether making it more abundant (and powerful) while skeptical or negative attitudes dissipates it into nothingness.
What would be interesting to see is to have the Miller experiment functioning and have someone like Si Baba or Uri Geller walk in.
